haben and sein + zu + Infinitiv
Die Aufgabe ist zu erledigen versus Wir haben viel zu erledigen — and how both compare with müssen and the passive.
German has a compact structure that official writing leans on constantly: a form of sein or haben plus zu + Infinitiv. Which auxiliary appears changes the meaning completely.
sein + zu is passive-like: the subject is what gets done. haben + zu is active: the subject is who must do it.
Die Aufgabe ist bis morgen zu erledigen.
The task is to be completed by tomorrow.
the task is done to — nobody is named
Wir haben noch viel zu erledigen.
We still have a lot to do.
we are the ones doing it
Die Regeln sind zu beachten.
The rules are to be observed.
a notice on a wall, in four words
Das Problem ist leicht zu lösen.
The problem is easy to solve.
here sein + zu means *can* be done, not must
sein + zu is ambiguous between must and can, and the sentence decides which. An adverb like leicht, kaum, nur schwer pushes it towards possibility; a deadline or a rule pushes it towards obligation.
| Sentence | Reading |
|---|---|
| Der Antrag ist bis Freitag einzureichen. | must — there is a deadline |
| Der Fehler ist leicht zu finden. | can — leicht marks possibility |
| Die Vorschriften sind einzuhalten. | must — it is a rule |
| Das ist kaum zu glauben. | can — hardly believable |
With a separable verb the zu goes inside: einzureichen, anzugeben, einzuhalten.
Set beside what you already know, the family looks like this — four correct ways to say one thing, differing in focus and register.
| Form | Example | Register / focus |
|---|---|---|
| modal + passive | Das Problem muss gelöst werden. | neutral, explicit |
| sein + zu | Das Problem ist zu lösen. | formal, compact |
| sich lassen | Das Problem lässt sich lösen. | possibility, not duty |
| man | Man muss das Problem lösen. | spoken, everyday |
And note the one thing `sein + zu` cannot do: it never names who is responsible. That is precisely why administrative German likes it — and precisely why it can be evasive.
Die Aufgabe hat bis morgen zu erledigen.Die Aufgabe ist bis morgen zu erledigen.
haben + zu needs a subject that can act. A task cannot do anything, so it takes sein.
